Professor Eisenberg holds a doctorate in public law and teaches public law and local development at the University of Applied Administrative Sciences in Kehl, where he also holds the chair of public law and administrative sciences.

His research focuses on decentralization, good governance and capacity building of human resources in local government and international cooperation. Author of several books and articles in these fields, he is also an expert in training engineering and a trainer specialized in the decentralization sector.

He has also implemented, monitored and evaluated institutional strengthening and capacity building programmes for decentralization actors; in this context, he has designed plans for the establishment of training centers and the development of sustainable financing models in Benin, Romania and Mali.
