PhD in public law, Professor Eisenberg teaches public law and local development at the University of Applied Administrative Sciences in Kehl where he also holds the Chair of Public Law and Administrative Sciences. His research focuses on decentralization, good governance and capacity building of human resources of communities and international cooperation. Author of several books and articles in these fields, he is also an expert in the engineering of training and his teaching specialty is decentralization. He also implemented and monitored the evaluation of institutional strengthening and capacity building programs for those involved in decentralization. In this context, he has designed plans for the establishment of training centres and the development of sustainable funding models in Benin, Romania, and Mali.
