Inspector of the Treasury, Bansé Martin is currently Director of the Administration and Finance at the Independent Electoral Commission (CENI), in Ouagadougou, Burkina Faso. During his undergraduate studies, he produced two theses, the last of which, written in August 2011, is entitled “Evaluation du Dispositif de Contrôle Interne au Centre Hospitalier Universitaire Yalgado OUEDRAOGO (CHO-YO)" [Evaluation of the Internal Control System at the Yalgado OUEDRAOGO (CHO-YO) University Hospital Center].
Since January 2015, Mr. Bansé has been enrolled as an Executive Doctorate Candidate" at BSI-Luxembourg and CESAG Dakar. The driving question of his thesis is how to develop internal mechanisms for the sustainability of electoral loads while remaining in line with the need for transparency and credibility. He tries to answer this question with the "program budget" approach and proposes an application of the principle to the sustainability of electoral processes.
