Joseph El Helou

Joseph El Helou was trained as a civil engineer and also holds a Master in Business Administration with a focus on the management of companies.

He is currently working as Project Director with a leading French group in the field of water treatment in Algeria. In 2014, he created Aguarena Offshore S.A.L R.C Beirut, Lebanon, which specializes in water treatment and currently has two subcontracting agreements in the Arab Maghreb.

Since 2015, he has taught at the TEMA Institute (Technology and Management in Algiers).

Under the direction of Jean-Fabrice Lebraty, he is currently writing a thesis analyzing the factors leading to the non-respect of deadlines in construction projects in Algeria.

La gestion des risques dans les projets de construction en environnement turbulent, le cas de l’Algérie. 
[Risk management in construction projects in turbulent environments: the case of Algeria.]

Controlling risks in construction projects is a major concern in project management – risks being defined as the possibility that a project would not be executed according to time, cost and quality constraints.

This study will define a risk management model for construction projects in Algeria. Several risk mitigation methods will be introduced. The turbulent environment will be also taken into account, in particular the fall in oil prices and the geopolitical situation in Algeria.

Five subject matter experts (SMEs) will first analyze this model; the risks and their mitigation technics will be organized into two separate hierarchies. The survey will be then validated by seventeen SMEs through pairwise comparison, and ranked through the Analytic Hierarchy Process.

The results show that there is no existing model for risk management and that every project has to create its own risk management model in a turbulent environment. The risks due to the financing of the construction projects and the liability of the local partners represent a major issue for the participants. Continuous training of the project manager and the use of netting provisions were selected as the best mitigation technics.

This study will increase the awareness of the project managers about the construction risks in turbulent environment in Algeria and will emphasize the best mitigation techniques to adopt. The companies that will follow a risk management process based on the construction risks and the mitigation technics identified in this study, will better master their ongoing and future construction projects.
